Um den Bauanforderungen von Airbus, Biyaai und Boeing gerecht zu werden, benötigt die Mahan Aircraft Company einen Bauhangar am Flughafen Imam Khomeini, um verschiedene Karosserie- und Triebwerksreparaturen durchzuführen. In Form eines Vertrags wurde dieses Unternehmen mit der Durchführung technischer, wirtschaftlicher, finanzieller und ökologischer Studien beauftragt und der Rahmen der Bedürfnisse, Methoden und verschiedenen Optionen sowie die Höhe der Anfangsinvestition, die jährlichen Kosten sowie die internen und externen Arbeitskräfte geschätzt. Daher wurde beschlossen, Machbarkeitsstudien für die Schaffung eines großen Hangars mit der Kapazität zur gleichzeitigen Aufnahme von mindestens einem Großraumflugzeug in einer Halle mit einer Öffnung von 130 Metern und einer Fläche von 20.000 Quadratmetern zu untersuchen. Darüber hinaus sollten in einem Gebäude mit einer Fläche von 20.000 Quadratmetern und vier Etagen zusätzliche Gebäude und Einrichtungen vorgesehen werden.
