من أجل الاستجابة لاحتياجات البناء لشركات إيرباص وبيائي وبوينغ، تحتاج شركة ماهان للطائرات إلى حظيرة بناء في مطار الإمام الخميني لإجراء إصلاحات مختلفة لهياكل الطائرات والمحركات. وبموجب عقد تم تكليف هذه الشركة بالقيام بدراسات فنية واقتصادية ومالية وبيئية وتم تقدير إطار الاحتياجات والأساليب والخيارات المتنوعة مع حجم الاستثمار الأولي والتكاليف السنوية والقوى العاملة الداخلية والخارجية. ولذلك تقرر دراسة الجدوى الاقتصادية لإنشاء حظيرة كبيرة قادرة على استقبال طائرة واحدة على الأقل ذات جسم عريض في نفس الوقت في قاعة بفتحة 130 مترًا ومساحة 20 ألف متر مربع. بالإضافة إلى ذلك يجب توفير مباني ومرافق إضافية في مبنى بمساحة 20 ألف متر مربع وأربعة طوابق.
